OpenAI to merge ChatGPT and Codex limits in December

Builders may need to update usage tracking and spend guardrails because ChatGPT and Codex activity will count against the same allowance, while Instant chat remains outside that pool.

OpenAI to merge ChatGPT and Codex limits in December

OpenAI says Plus, Pro, and Business accounts will switch to a single usage pool for ChatGPT and Codex in December.

Instead of separate caps, those plans will draw from one token-based allowance across both products. How fast that balance drops will depend on the model in use and the kind of task being run, per the usage-limits guidance. OpenAI also notes that Instant chat is not part of that shared meter.

The company ties the limit change to a broader product shift: Work’s agent-style features are being folded into the main ChatGPT experience. That lines up with the business pricing page, which already lists ChatGPT, ChatGPT Work, and Codex together under Business plans.

For users, the practical change is simpler accounting but less separation between chat-heavy use and coding or agent runs. OpenAI says remaining balance and reset timing will appear in Settings → Usage, and people who hit the cap can either wait for the reset window, move to a higher tier, or purchase credits.
