Add a T.LY shortener node to the workflow. Configure it to accept the file download URL from the Dropbox trigger node, and generate a shortened link. Map the resulting short URL as output from this node.

Store or share the shortened URL

Add any additional nodes to the workflow to store the shortened URL (e.g. in a database, spreadsheet) or share it (e.g. via email, messaging app). Configure these nodes to accept the short URL output from the T.LY shortener node.
